It will take a very long period for memories of the recent
tragedy in Kahama District, Shinyanga Region, to fade, especially for
survivors in the three affected villages. The trauma resulting from the
hailstorm that, two weeks ago, claimed over 40 lives, may be
everlasting for members of nearly 1,500 households who were rendered
homeless.
Now while natural disasters are hardly ever preventable, poor response to their impact is inexcusable.
The Kahama case is the latest in a series of
incidents that point to a loose link in the chain of government response
to natural disasters.
President Jakaya Kikwete’s pledge of a Sh20
billion project to reconstruct damaged houses came well into the second
week after the storm. In the intervening period, angry survivors
blocked part of the Kahama-Mwanza highway for hours to press for
delivery of tents and other forms of relief.See More
